Why Is National Reciprocity Stalling?

concealed carry stalling

A citizen’s self-defense gun-rights group recently pointed to Speaker of the House Paul Ryan as the reason why a national concealed-carry reciprocity bill has stalled, despite widespread support. And the group is trying to dial up pressure to get the bill moving again.

An alert from the Virginia Citizens Defense League (VCDL) read, “It appears to be a bad case of weakness of the knees. The Republicans were put into power to move forward an agenda that was sold to the American public. That includes national reciprocity and the hearing protection act, to name but a few. That was the deal, and the President said, and repeated, that he would sign such bills. We need to demand leadership from Ryan, not capitulation to the enemies of freedom.”

The alert then quotes an article by Breitbart’s AWR Hawkins saying, “National Reciprocity was introduced by Rep. Richard Hudson (R-NC) on January 3, 2017 and Gun Owners of America reported that it had 199 co-sponsors by June 21, 2017. Yet Second Amendment supporters have seen no action on the bill from Ryan or Congressional leadership.” The Concealed Carry Reciprocity Act, which would require each state to honor another state’s concealed carry permits, reached 200 co-sponsors.

“I think what happened in Alexandria sharpened people’s resolve to make sure this right is protected,” said Representative Richard Hudson, Republican of North Carolina, who introduced the bill in January.

To begin building political pressure, VCDL has posted an online petition to gather signatures:

National Reciprocity for the Nation’s 17 Million Concealed Handgun Permit Holders!

Mr. President, you have said many times that you would sign a national concealed carry reciprocity bill. Please urge Congress to pass H.R. 38 as soon as possible!

H.R. 38 will allow America’s 17 million concealed handgun permit holders to carry in every state in the Union as they go about their lives. As the recent shooting in Alexandria shows, crime and terrorism have no borders. Neither should self-defense!

No other group is as law-abiding as concealed handgun permit holders, regardless of which state they are from.

Currently over 20 states, such as Virginia, North Carolina, and Arizona, already honor permits from all other states, without issue. H.R. 38 will simply make such recognition uniform across the nation and will save many innocent American lives!

  • As a single woman and a senior citizen and a holder of a L. T. C. from the state of Texas I travel back to my home state of Illinois. Unfortunately Illinois does not recognize my Texas license.
I moved from the Chicago, Illinois area because of the violence there. Gang members can and do carry guns but the average citizen with a legal carry license from another state can not legally carry a hand gun.
I truly hope that Mr. Ryan will find his backbone and get H. R. 38 to the President for his signature soon!!

  • Everyone! SIGN THE PETITION! and wait for the follow-up email that proves you are real, and take care of that, too.

    Do it now!

We travel to Maine every year from Texas for a vacation. I am a Texas resident with a Florida C.H.L. . In doing so we pass through several states. To determine which states that I can carry in or even have my weapon in the vehicle is such a very difficult decision and time consuming effort to make that I leave my weapon at home and hope & pray that we will not be a victim of a crime. Of course we go through many unfamiliar places. With out of state plates and disiability plates, just seems to make us a target for the bad guys. We have to put our faith & fate into whatever local police jurisdiction that we are passing through. Pass H.B.#38 please!!! ………Bob & Dawn Colby

  • I as well as other people with a gun license need The Reciprocity Bill H. R. 38 to be brought to a vote and passed asap. As one of Donald Trumps campaign promises, the President needs to get this made a law. I also travel a lot. To not be able to have my weapon puts me in jeopardy. Please pass H. R. 38

As one of Donald Trumps campaign promises, the President needs to get this made a law. I also travel and go into Illinois twice a year. To not be able to have my weapon puts me in jeopardy ever time I visit. Please pass H. R. 38

    • Him and a bunch of do nothing liars will be gone next election and hope Speaker McDoogle will also. McCain will lead the other rebellers to the retirement side of their juicy healthcare and retirement pay programs!

As a single woman who travels periodically by myself, I want to know that I can travel from State to State and not have to worry about what I’m supposed to do with my gun crossing state lines.

  • Yes pass bill HR 38. The problem in this country is elected officials by private companies. And to proof the cowards they are. Never have they served in the US Military which is the greatest honor to serve or country. With this in mind our citizens would be their number one priority. But as they proof time after time only big business is their interest not the people.
